What they Needed

The Abu Dhabi Department of Energy sought expert guidance to regulate the district cooling sector effectively, ensuring fair pricing and operational efficiency. They required in-depth analysis of financial models, licencing reviews, and benchmarking to assess the performance and cost-efficiency of district cooling providers. A critical focus was evaluating whether customers were receiving value for money compared to conventional cooling alternatives, while maintaining a robust framework for the regulation of economic clauses under Decision 44.

How we Helped them?

Regulation of District Cooling Services

For the past two years, we helped the Abu Dhabi Department of Energy with their regulation of district cooling, with a focus on the economic clauses listed in Decision 44. This involved analysis and review of financial and levelised cost models submitted by district cooling service providers, including: •PAL Cooling; •Tabreed; and •Manazel Licencing reviews of district cooling providers was also carried out, including reviews of debt portfolios and debt clauses for Tabreed and PAL Cooling Services. We use district cooling benchmarks, for capex, opex and the cost of capital, to assess the efficiency of ~30 district cooling plants in Abu Dhabi.
